Maternity Care Program Updates for 2026

We have successfully completed another year of the Maternity Quality Care Plus (MQCP) and the Obstetrical Needs Assessment Form (ONAF) Reimbursement programs, which are designed to recognize and reward your practice’s performance throughout the year.

Below is an overview of these programs, effective for the January 1 through December 31, 2026, measurement period.

MQCP Program

  • Update for MY 2026: As part of our shared commitment—and DHS’s priority—to addressing health disparities. We will offer a bonus payment specific to the Hispanic/Latino population in addition to the bonus payment specific to the African American population. Eligible practices will earn a bonus payment for meeting Tiers 1 and 2 on both the Timeliness of Prenatal Care and Postpartum Care disparity measures. Bonus payments are in addition to the payments received for measures covering the entire population.
  • To qualify for any incentive payment in MQCP, maternity care practices must have at least 20 deliveries in the reporting period.
  • Providers are eligible to receive incentive payments for high performance on the Timeliness of Prenatal Care and Postpartum Care measures.
  • An improvement incentive will continue to be offered, but the incentive structure has changed since last year. Practices that achieve greater than a 3% improvement but less than a 5% improvement compared to their own baseline rate (MY2025 rate) for Timeliness of Prenatal Care and/or Postpartum Care measures will be eligible for a $5 PMPM incentive payment. Practices that achieve a 5% improvement or greater for Timeliness of Prenatal Care and/or Postpartum Care measures will be eligible for a $10 PMPM incentive payment. Practices that achieve 95% or higher for Timeliness of Prenatal Care and/or Postpartum Care measures (regardless of their % improvement) will earn a $10 PMPM incentive payment. Practices must have qualified for MQCP during the previous measurement period (MY2025) to be eligible for the improvement incentive.

3 – 4.999% Improvement in Prenatal and/or Postpartum

>5% Improvement in Prenatal and/or Postpartum

$10 PMPM

95% or Higher in Prenatal and/or Postpartum

$10 PMPM

 

ONAF Reimbursement Program

  • ONAF submission is now incentivized to all OB providers as a standalone program, separate from the MQCP program.
  • Providers are eligible to receive up to $200 for submitting one prenatal and/or one postpartum ONAF form for each member.
  • ONAFs must be submitted and accepted electronically via Optum. Payments are issued quarterly.
